It means that person isn't really that into you. Or they're trying to play hard to get or something dumb like that.
Most likely a no. People asked me, I said that to be nice, and then said no thanks, but let's be friends.
it means they're not sure yet. they probably don't like feeling "on the spot" and will let you know when they're ready.

Depends on that Person, Thats why you should always be friends before asking someone out like that. Bc if they do say something like "Ill think about it" you would have known they well enough to interpret how they are really feeling.
